Punjab NEET UG 2025: Govt Clarifies 1% Quota for J-K Migrants Displaced by Terrorist Violence

The Punjab government has issued an official clarification regarding the 1% reserved quota for Jammu and Kashmir migrants displaced by terrorist violence in the ongoing NEET UG 2025 counselling process. The clarification aims to remove confusion among aspirants after multiple queries were raised regarding the implementation of the special quota in MBBS and BDS admissions across the state.
Govt’s Official Stand
According to the Department of Medical Education and Research (DMER), Punjab, the 1% reservation for J&K migrant candidates remains applicable in both government and private medical and dental colleges of the state. The quota is being implemented as per long-standing policy directives and Supreme Court guidelines to support families displaced from Jammu and Kashmir due to terrorism.
Officials further highlighted that only eligible migrant candidates with proper certification issued by the competent authority will be considered under this category. These candidates must present their documents during the counselling and admission process to avail the benefit.
Clarification Issued Amid Confusion
The clarification was necessary as several students and parents raised concerns during the initial rounds of counselling about whether the quota would continue for the 2025 admission session. Some private institutions had allegedly denied the applicability of this quota, leading to complaints from affected candidates.
The Punjab government has now directed all colleges to strictly implement the 1% quota and ensure compliance. Any deviation from the rules will attract action, authorities warned.
Impact on Admissions
The reserved quota is expected to benefit a limited number of candidates, but it holds critical importance for displaced families seeking opportunities in medical education. With high competition for MBBS and BDS seats, the clarification provides relief and assurance to eligible aspirants.
Admission Process Update
Punjab has over 1,500 MBBS seats and nearly 1,000 BDS seats across government and private institutions. The counselling process for NEET UG 2025 is currently underway, with round 2 seat allotment expected soon. The government has urged candidates under the J&K migrant category to stay updated through the official BFUHS (Baba Farid University of Health Sciences) counselling portal.
