CBSE to Issue Only DigiLocker Migration Certificates for Class 10 & 12 Students from 2025

New Delhi, October 15, 2025 — The Central Board of Secondary Education (CBSE) has announced that starting with the 2025 board examination session, it will no longer issue physical (hard copy) migration certificates for Class 10 and Class 12 students. Instead, students will receive digitally signed certificates via DigiLocker, which will be fully valid and legally recognized by schools, colleges, and universities across India.
🗞️ Official Decision
According to the notification, the decision to end physical distribution of migration certificates aligns with CBSE’s ongoing efforts to promote digital governance, paperless documentation, and faster accessibility for students.
The board emphasized that digital migration certificates carry the same legal validity as physical ones and will be automatically uploaded to each student’s DigiLocker account linked to their Aadhaar and registered mobile number.
No additional fees will be charged for accessing or downloading the digital certificate.
📑 Accessing the Digital Certificate
After the declaration of Class 10 or Class 12 results:
CBSE will upload migration certificates directly to DigiLocker.
Students can log in to DigiLocker, go to “Issued Documents,” and download the certificate under the CBSE section.
The digital certificate can be shared electronically with institutions or printed for personal use if needed.
In exceptional cases, students who still need a printed copy can apply through the Duplicate Academic Document System (DADS) on the CBSE portal.
💬 Why the Change Was Introduced
To simplify and speed up document delivery, eliminating postal delays and loss of certificates.
To ensure nationwide acceptance of digitally verified documents through the National Academic Depository (NAD) and DigiLocker.
To support the Digital India initiative by reducing paper usage and streamlining administrative work for schools and the board.
📊 Implementation and Transition
The new system takes effect for students appearing in the 2025 board examinations.
During the transition, institutions are being advised to accept DigiLocker documents as valid proof of qualification and migration.
Students who completed board exams before 2025 and require a duplicate migration certificate can still apply for a hard copy through the DADS service.
🎓 Benefits for Students and Institutions
Instant access: Students can download migration certificates immediately after results are announced.
No risk of loss or damage: Digital storage ensures permanent availability.
Free of cost: No extra fee for accessing DigiLocker documents.
Universally accepted: Colleges and universities must accept digital versions as authentic.
