UP NEET UG 2025: Private medical college fees under high court review; DGME issues advisory

Legal Battle Over Fee Structure
On September 1, 2025, the Lucknow Bench of the Allahabad High Court heard a series of petitions filed by private non-minority medical colleges—including Heritage Institute of Medical Sciences, Venkateshwara Institute of Medical Sciences, Prasad Institute of Medical Sciences, Krishna Mohan Medical College, Muzaffarnagar Medical College, NCR Institute of Medical Sciences, and Shri Ram Murti Smarak Institute.
These colleges had challenged issues related to reservation and fee fixation. The court ruled that the fee structure for private aided and unaided colleges should remain provisional until final orders are passed.
DGME Advisory to Students
Following the court’s directive, the Director General Medical Education and Training (DGME), Uttar Pradesh, issued an advisory instructing all NEET UG 2025 candidates not to deposit any fees in private non-minority medical colleges until further notice.
The High Court also struck down the special reservation that had raised the effective quota to 79% in four medical colleges located in Kannauj, Ambedkar Nagar, Jalaun, and Saharanpur. Consequently, the DGME has ordered a fresh seat allotment process for these institutions.
Fee Structure Under Scrutiny
The state government’s notification dated July 24, 2025, had earlier fixed the MBBS and BDS fee structure for private non-minority medical colleges for the academic session 2025–26 (also applicable to the 2024 batch).
The provisional annual fees were as follows:
College | Annual Fee (INR) |
---|---|
Heritage Institute of Medical Sciences | ₹13,21,492 |
Venkateshwara Institute of Medical Sciences | ₹11,10,508 |
Prasad Institute of Medical Sciences | ₹11,03,932 |
Krishna Mohan Medical College | ₹11,73,856 |
Muzaffarnagar Medical College | ₹16,72,660 |
NCR Institute of Medical Sciences | ₹12,19,917 |
Shri Ram Murti Smarak Institute | ₹19,78,214 |
Students allotted seats in these colleges have been explicitly advised to wait before making any payments.
What’s Next for Students and Institutions?
Pending Court Verdict: The final ruling of the Allahabad High Court will determine both the fee structure and reservation norms for admissions.
Revised Counselling Timeline: The seat allotment process is expected to be revised or restarted in line with the court’s orders.
Financial Caution: Students are strongly advised to avoid depositing fees at this stage to prevent complications or refund issues later.
